SMS settings can be accessed by going into Tools > Settings. Once here, navigate to E-mail/SMS Settings under Staff.
Here, you can add the access key and secret key to get the SMS function working. Click OK when done.
Note: This will be applied to all the users and will not need to be done individually on machines.
